Interview with the Minister for spatial development, civil engineering and ecology, Fatima Fetibegovic, B.Sc.

In view of the fact that The Proposal of Spatial Plan of Republic of Srpska for period up to 2015 year is in the adoption phase, as well as the adoption of new Law on Spatial development, we talked with the Minister for spatial development, civil engineering and ecology Mrs. Fatima Fetibegovic. Therefore, Mrs. Fetibegovic is an architect with long-standing practice in the sphere of architectural designing and planning, and during interview we found out some interesting information, still unknown to wide public.

       





  • When will (generally) be adopted the Spatial Plan of RS, and why has the adoption of Plan been prolonged for approximately a year?

Fatima Fetibegovic, B.Sc.Architecture: Spatial plan of RS for period up to 2015 year will, hopefully, be adopted during month July this year, that is, before regular summer break of the work of National Assembly of RS. The Council session for completion of the Spatial Plan of RS will be held on 28th June, and immediately afterwards the Proposal of Spatial plan going into a regular Government procedure, and then as well into the Assembly procedure. I wouldn’t say that adoption of this really significant document, which with a full right called `technical Constitution`, has been prolonged. Proposal of Spatial plan has, practically, been finishing in accordance with the program goals of this Government, which are a far away more progressive, wider scale, and active ones, in relation to some previous period. However, in this time that passed since the public hearing about the Spatial Plan draft and consolidation of the Proposal, new planned infrastructural facilities within the field of energetics were brought into the Spatial plan. Practically, Spatial plan obtained a contemporary, clearer development component that is in accordance with other Government development programs.

  • There were carried out the activities of the preparation of Proposal of new Law on spatial development and when will the Proposal be defined? 

Fatima Fetibegovic, B.Sc.Architecture: New Law on spatial development is in final phase of preparation. Because, it will bring up the significant items within the field of spatial planning and construction, which will before all benefit to all citizens, we must be very careful to reach the most favorable solutions. Within plan and program of the work of the Government of Republic of Srpska, this Law will be presented to the members of National Assembly in September, and we will respect that deadline.

  • Does the Ministry follow up the activities of the Institute for Urbanism of RS, j. s . c. Banjaluka  in the sphere of the development of new planning methodology and what is your attitude about Pilot project of zoning plan and generally about the model of zoning?

Fatima Fetibegovic, B.Sc.Architecture:  Ministry regularly monitors all changes in the methodology of planning. We actively participated in the Pilot Project of zoning plan, and the fact that the zoning planning as well included in the text of new Law about spatial development adequately speaking about what do we think about that model. All innovations going into direction of good planning, a proper use of space, especially ones that facilitate the procedures and providing the use of space in the way to preserve all its components – are welcome and will always be supported by this Ministry.  



  • Because, the first methodology of planning was made in 1987 year, has the Ministry planned the preparation of new methodology of planning which will be complementary with actual principles of the preparation of planning documents?

Fatima Fetibegovic, B.Sc.Architecture: That is, certainly, one of the projects cited on the priority list. At this moment, our activities in terms of the sector of urban planning and spatial planning,  are focused on the adoption of Spatial plan and passing of the Law on spatial development. Afterwards, accepting all positive movements in the direction of modernization of planning methodology, as well we will work on that project.

 

  • What would be your impressions from London?

Fatima Fetibegovic, B.Sc.Architecture: I stayed in London as the member of Republic of Srpska delegation for negotiations with EBRD about allocation of credit funds for construction of sewage network in Bijeljina municipality. Unfortunately, I only stayed for a short period of time, for only a two days. Since, such negotiations lasts very long, both days we worked from 9 to 17 hours, it wasn’t enough time for more detailed visits of this really fascinating city. As an architect and person, who all your life of service devoted to designing and spatial planning, I `piled ` my impressions according to criteria, and I can say that minimum impressions that I got during my London visit, made a strong impression on me.

  • What would be more significant projects that had been carried out in your career?   

Fatima Fetibegovic, B.Sc.Architecture: I work in the practice for a long time, and it is really difficult to set aside the objects that I designed individually or as team member. I designed and `signed` many structures in many towns such as: Prijedor, Novi Grad, Bihac, Banjaluka…  
I designed a different kind of structures such as: individual residential structures, big residential – business structures, the workshops and protected monuments. Designing of the new structures, extension, reconstruction, rehabilitation …and many others. Really, I couldn’t set aside not even one designed structure as the most significant one, but in each project I built in some `personal stamp`, something that is only mine, recognizable.

  • What do you think about the cooperation with IURS, and where would you set up our firm on the business map?  

Fatima Fetibegovic, B.Sc.Architecture: I used to have an opportunity that first as an employee of Institute for Urbanism, and later on working in Industroprojekt from Prijedor, cooperate with the colleagues from Institute for Urbanism of RS. Therefore, we worked together on the preparation of Spatial plan of RS. I am glad that many young experts work in your firm, who are ready to respond on all challenges of contemporary planning.  I think that it wouldn’t be professional of me as Minister to rank any of business subjects, and especially not within the field of spatial planning.
