Interview with Brankica Milojevic, Master of Architecture, Technical manager of IURS

Yes, the years pass by, as cycles of the same form, generally different content – that first of all are created by ourselves. Once more, we are found at junction of one-completed and new- just started process, so once again we will mention to prepared documents, and then realistically assume the following twelve months.
About last Institute’s year, plans for 2008 year and other interesting subjects, we made an interview with technical manager of IURS, Brankica Milojevic, Master of Architecture.
B. Milojević, M.Sc.Architecture: IURS had a very successful business 2007 year, in which it continued a positive trend in terms of the volume and quality of the preparation of spatial-planning and engineering documentation. During the last year, it successfully completed and adopted the following documents: Spatial Plan of RS, Spatial Plan of Gradiska Municipality, Urban plan of Bileca, Urban Plan of Donji Zabari and Modification of the Urban plan of Brcko. In 2007 year, City Assembly of Banjaluka adopted 24 development plans, which treated around 1030 ha of the urban area of the City, prepared by IURS. Institute as well prepared another 15 development plans for the following municipalities: Visegrad, Brcko, Vlasenica, Doboj, Istocno Novo Sarajevo, Laktasi, Teslic, Trnovo, Celinac and Istocni Drvar.
Therefore, it completed the spatial-planning documents for Corridor of the motorway VC, and Study on the assessment of cultural and visual impact of the planned business structure on the bridge of `Mehmed Pasa Sokolovic` in Visegrad.
It designed over 50.000 m2 of business and residential area for the structures in the territory of Banjaluka, Trebinje, Istocno Novo Sarajevo, Istocna Ilidza, Livno, Mrkonjic Grad and other places in Bosnia and Herzegovina.
Also, it prepared over 20 significant projects within the fields of traffic, water engineering, electrical engineering and thermal heating infrastructure.
At 16th Exhibition of Urban planning held in Nis, the Institute won the great award of the Exhibition for Spatial Plan of RS and second award for Urban plan of Gradiska municipality.
Team of the architects coming from the Institute, won the first award at Competition for preparation of the conceptual architectonics’ -urban planning design of the central zone of the City.
It successfully completed the pilot project of zoning for the part of central area of Banjaluka. During 2007 year, Institute continued with the activities of development and implementation of GIS technology within the planning, as well as carried out the training of all engineers – planners.
 Engineers of the Institute actively take part in consultancy and scientific events, which organized in RS and surrounding countries, developing the planning methodology according to the expectations of transition society . During 2007 year, they took part in scientific-research project of the Faculty of Architecture and Civil Engineering of Banjaluka, upon he subject:„ Urban and building refurbishing in the spirit of sustainable development of Banjaluka City“. They are trying to present and place their research and consultancy achievements in the operation of new planning system, and through an active involvement in the process of decision making of the new Law on planning and construction.
Besides the planning and designing, within the Institute it successfully carried out the activities on: consulting, contractor’s supervision and audit, as well as validation of the projects. Permanently, preparation of great number of planning documents, studies and projects of all levels of complexity and significance for the needs of the municipalities, national and NGOs institutions and private investors.
- What would be your estimate of the Draft of new Law on spatial planning and construction?
B. Milojević, M.Sc.Architecture: Basic objectives of bringing the new Law, were simplified procedure and shortening of the license issuing procedure for building of the structures, and adjustment of the planning system and character of the planning documents to the requirements of transition society. In terms of the first objective, the Draft has not offered an efficiency in providing the services to the clients, since the new solution only seemingly accelerate the procedures in the phase of issuing of location specifications. Provision of all elements and construction specifications within the phase of issuing the construction approvals, implies uncertainty and increased risk for the investors because of unplanned costs and loss of time.
Issuing of the location specifications as proposed within the Draft of Law, implies staff training in the municipal and local government bodies, according as they could take over expert’s part of the preparation of urban-engineering and location specifications for all investors, which at this moment, impossible to carry out almost in all municipality.
When it is about the character of planning in transition conditions, proposed changes in the planning system are formal ones, but not essential ones. There are proposed the new categories of planning documents (strategy of spatial development and zoning plan), without an adequate recognizing the methodological determinants that should follow not only new proposed, but as well existing type of documents. Institute for Urbanism for a long period of time points out to the necessity for the preparation of methodology and for preparation of all plan levels, because this methodology has not even been prepared in the form of the supplement to existing Law.
Spatial information system that will be proposed and established as soon as possible, is not stated with standardization and other elements related to the sphere of maintenance, updating, exchange and protection of data, obligations of the beneficiary and others, which directly related to the activities and procedures in the spatial management and planning.

Milojević, M.Sc.Architecture: It has already been noticed the phenomenon that within the field of urban planning, there are more engaged women than men, not only in RS, but as well in other surrounding countries. That requires some kind of wider-scale analyses, based on expert’s and social aspects of this profession, as well as related to sociologic predispositions of men and women.

Generally, it may be stated that today’s urban planning is a very complex activity made of many impact factors and aspects, not only in the domain of expertise, but as well in the following fields of activity: communication, mediation, dissemination, coordination etc; which requiring a higher mobility, communication skills, efficiently, adaptability, tolerance.... Perhaps, this issue previously mentioned on basis of some conclusions.
B. Milojević, M.Sc.Architecture: For 2008 year, it planned a continuance of work on current activities, among which there are few significant projects that will certainly mark a current year. Those are the Study of integral rural development in the area of Vrbas canyon and Manjaca plateau, Traffic study for urban area of Banjaluka, Urban plan of Banjaluka, Spatial plan of Istocno Sarajevo, Spatial plan of Prijedor, Design and planning documentation for the construction of the Motorway VC on the section from Johovac to Doboj Jug and etc. We are planning to continue with a positive trend related to the quality and professional level of preparation the documents and services. Therefore, we will continuously make the efforts for improvements in all business segments, fulfilling the needs of all our service beneficiaries, but as well of the employees.
