Because of the specific circumstances, Urban plan from 1975 year is still applied for Banjaluka area, while the modifications of this plan accepted in 1993 year, have used as planning guidelines. It is a favorable circumstance that the Plan dated from 1975 year that timely oriented to 1990 year, as well includes some basic determinations for so called. post-planning period, which it provided that in the period from 1990 year up to know, for a considerable part of urban area of the City, and especially for so called the narrow urban area, there are brought the development plans on basis and in accordance with those determinations, as well as with the determinations of the Draft from 1993 year. However, the changes turned up in previous period within all segments of life and work, as well as the legal obligations of towns and municipalities, impose the necessity for preparation of the new urban plan, with which it would be stated the actual situation of the urban development of City and defined the directions of the urban development for the following planning period. (According to the Law on spatial development, development plans, i.e. spatial and urban plans are prepared for the period of at least 10 years). In 2003 year, City of Banjaluka has brought up-to-date the activities on the preparation of new urban plan.

IPreparation of the Urban plan of Banjaluka for period 2003.-2015. is one of the most significant projects, which will, within the sphere of the realization of planning – design documentation, mark the current 2008 year.
Expert’s team of IURS approached to the preparation of this planning document, followed by previous a more detailed and demanding analysis of design elements. Council of the Plan, established in February of 2008. year, made a decision in which defined the deadline of Draft Plan preparation (a second half of April). Acceptance of the proposal of the study: `Traffic in the urban area of Banjaluka City` is in progress. Therefore, it proposed the draft of `Development strategy of Banjaluka City in period of 2007.-2015. year, and adopted the study `Conditions of protection, maintenance, and the use of cultural goods and determination of protection measures for Urban plan of Banjaluka City. These documents are one of the prerequisites for a successful completion of the information-documentary base, an integral overview of target area, and they participate in determination of design guidelines for the conceptual designs of the Urban plan.
On March 21st, Friday, it held the first Session of the Plan for the presentation of Information-documentary base of the Urban plan.
